Program/Budget Analyst


Job Type: Full-Time

Job Description:

Immediate need for on-site Program/Budget Analyst to provide assistance with grants and supplements management, program portfolio analysis, program budgeting/cost analysis, and related services, including budget entry/analysis, budget/costs tracking, meetings support and minutes, and other technical/administrative activities as requested.

Responsibilities:

  • Assist Senior Staff with programs portfolio analysis, assist with program evaluation, recommendations, and report writing.
  • Assist with preparation of budgets, grant and supplement related documents (i.e., data extraction from spreadsheets and databases), checking/retrieving NIH eGrant for Notice of Awards information, and checking NIH RPPR for annual progress reports.
  • Assist with budget formulation, budget data entry, budget-to-costs tracking, and budget-to-actual performance analysis. Prepare acknowledgement of Application Notices, Funding Recommendation Notices and Evaluation Forms for distribution to external stakeholders.
  • Assist with special projects and assignments including work group, committee and weekly branch meeting as needs arise, and other analytical, technical, and administrative activities in support of operational efforts of the agency.
  • Create and maintain accurate records in Excel spreadsheets and web database applications.
  • Enter and retrieve application, supplement and grant data from NIH maintained databases.
  • Attend Branch and Center meetings, take notes and prepare meeting minutes, as requested.
  • Assist in preparing memos, letters and forms in collaboration with Federal staff.
  • Generate reports with Oracle Discover or other systems as appropriate.

Skills and Experience Requirements:

  • Master's degree in science or related field preferred, with 3-5 years experience in above requirements.
  • Formal training/experience in accounting and/or finance demonstrated by appropriate college-level course work and OJT experience.
  • Excellent proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access).
  • Strong analysis, budgeting, data management, and writing skills and experience.
  • Ability to perform multiple tasks and requirements concurrently.
  • Excellent attention to detail and information/data organization skills.
  • Outstanding oral and written communication skills.
  • Excellent interpersonal skills to work with diverse groups and sensitive information.
